The European Commission has launched the stakeholder consultation process for the targeted revision of the Cosmetic Products Regulation.
As for the REACH Regulation, this targeted revision is part of the actions identified by the Chemicals Strategy for Sustainability to achieve a better level of protection of human health and the environment from hazardous chemicals, while encouraging innovation for the development of safe and sustainable alternatives in the framework of the EU Green Deal.
With this in mind, the Commission is seeking input on the following potential measures:
- An automatic ban of the most harmful chemicals, reversing the risk management approach from specific to generic;
- A new "combined exposure" measure to take into account the effects of simultaneous or subsequent exposure to chemicals from different sources;
- A review of the definition of nanomaterial;
- Improving the labelling information on cosmetic products; and
- The streamlining of scientific assessments of cosmetic products, by reassigning the work currently implemented by the Scientific Committee on Consumer Safety (SCCS) to the European Chemicals Agency (ECHA).
The consultation will close on June 21. NIA members will receive the draft of the proposed response in the coming weeks, for discussion and input.
