• On 2nd August, the Food and Safety Ministry in South Korea has opened a consultation period on a draft amendment to the regulation of cosmetics. The amendment proposes updates on banned and “allowed with restrictions” substances. In particular: 
  • Nonoxynol-9 will have an allowed limit of 17.2% 

  • Butylphenyl methylpropional will have an allowed limit of 0.14% 

  • Cyclotetrasiloxane will have an allowed limit of 8.7% (enforcement takes place three years after publication)  

  • Cyclopentasiloxane will have an allowed limit of 19.7% (enforcement takes place three years after publication) 

  • Tris-biphenyl triazine will be allowed to a limit of 10%, prohibited from aerosol and pump spray products and when used as nano particles, these must not be coated, and purity should be over 98% (enforcement takes place immediately after publication) 

  • Benzophenone-3 (oxybenzone) will lower the current limit from 5% to 2.4% (in sunscreens and as a photostabilishing agent). 

  • 2,6-dihydroxyethylaminotoluene allowed for hair dyes to a limit of 1.0%, and if used in a product with a nitrating agent, the total nitrosamine should not exceed 50 ppb. 

Enforcement takes place 6 months after publication (unless otherwise stated above) and except products already produced or imported, which could be used up to two years after enforcement. The consultation was open until 3rd October.
