The European Commission has launched a comprehensive evaluation of the Cosmetic Products Regulation (EC) No 1223/2009 to assess whether it remains effective and relevant in today’s market. This is the first review since the Regulation's full implementation in 2013 and will examine how successful the CPR has been in protecting human health and supporting the internal market, particularly in light of challenges such as online sales, bulk distribution, digital labelling, and sustainability demands. The evaluation will also consider its coherence with other EU legislation (e.g., REACH, CLP) and whether EU-wide regulation adds value over national measures.
Stakeholders—including businesses, consumers, NGOs, and national authorities—are invited to participate through public and targeted consultations in 2025–2026. The findings will help determine if revisions are needed to modernize, simplify, or strengthen the regulation in response to scientific, technological, and regulatory developments.
The NIA has contributed to the consultation by requesting a harmonized definition for nanomaterials across different sectors.
