In the 2009 Regulation on Cosmetic Products (1223/2009), the European legislator included a provision on the publication of an inventory of nanomaterials used in cosmetics by the European Commission, this catalogue was originally planned for January 2014. The publication of the inventory has long been delayed, and, on 15 June 2017, the European Commission finally released a catalogue based on the submissions made by responsible persons to the Cosmetics Products Notification Portal (CPNP).

The first version of the Catalogue of nanomaterials used in cosmetic products placed on the EU market, is dated from 31 December 2016. It contains 43 substances, including 12 nanomaterials used as colorants, 6 as UV- filters and 25 for other functions are listed in a table which also references categories of cosmetics and exposure routes.

The catalogue also indicates that less than 1% of the total cosmetic products notified in the CPNP were identified as containing nanomaterials.

This inventory is public and shall be regularly updated by the European commission services.
